Preamble
We, the members of Airsoft at UMD do hereby establish this Constitution in order that our purpose is realized to its fullest extent.
Article I – Name
The name of the organization will be Airsoft at UMD, henceforth referred to as Airsoft at UMD.
Article II – Purpose
Airsoft at UMD is established for the expressed purpose of developing leadership skills, team-based strategizing, friendship and camaraderie, as well as an awareness of social responsibilities to maintain a safe environment when enjoying the use of replica weapons.
Airsoft at UMD understands and is committed to fulfilling its responsibilities of abiding by University of Maryland, College Park policies.
Article III – Membership
Active membership shall be limited to persons officially connected with the University of Maryland, College Park as faculty, staff or registered students. Students enrolled in the spring semester as well as students enrolled in summer school are eligible for summer membership. Active voting membership will be limited to current registered undergraduate students. In addition, the following requirements are necessary to constitute active membership:
1. Attendance at three official club meetings or events will be a prerequisite for voting privileges.
2. Attendance of at least 50% of all meetings during a given semester.
3. Active participation in half of all activities sponsored by Airsoft at UMD unless the activity interferes with either scholastic or financial constraints.
4. No payment is required to be considered an active member. However, members wishing to store their replicas and gear in club storage will be charged an annual fee of $20*.
5. Club members who have opted to pay the storage fee will have storage available to them during any term they are enrolled for classes as long as the club is currently renting such a space. Students enrolled in both the fall and spring semester of the same school year may store their equipment over winter term even if they are not taking winter classes. Therefore space will only available over the summer for those taking summer classes.
6. Those that opt to pay for gear storage will also be permitted to rent gear from the club at a reduced cost.
Airsoft at UMD openly admits students to its membership and does not discriminate on the basis of race, color, creed, sex, sexual orientation, marital status, personal appearance, age**, national origin, political affiliation, physical or mental disability, or on the basis of rights secured by the First Amendment of the United States Constitution.
*Fee may be subject to change by amendment based on storage costs; however the new cost will not take effect until storage fees are due by the individual so that they may choose if they wish to store at the updated cost.
**Note: any individual under the age of 18 must have a waiver signed by a legal parent or guardian prior to any Airsofting events.
Article IV – Officers
Airsoft at UMD will be governed by the following means:
1. An elected President (or other designated officer) will preside at all meetings of Airsoft at UMD. The President will maintain the power to appoint all committee chairpersons, and shall present all motions to the body present and shall be present at 75% of the meetings of Airsoft at UMD.
2. Airsoft at UMD shall also maintain a Vice President. The Vice President's duties shall be to preside at all meetings that the President cannot attend as well as maintain 75% attendance.
3. Club members shall also elect a Secretary-Treasurer who will handle all dues, accounts, new members, rule observances at stated meetings, protocol, etc.
4. The President will appoint an SGA Liaison who will handle correspondence with the SGA at the University of Maryland – College Park.
5. The President will appoint a Public Relations Officer (PRO); the appointment must be approved by the SGA Liaison. The PRO will manage relations with all third parties, including but not limited to Campus Police, Local Authorities, and ResLife.
6. The President will appoint one Field Manager. After there are 20 active members an additional Field Manager will be appointed for every additional 10.
At least one of the persons in the fore mentioned positions must be present at all Airsoft at UMD events that are off-campus.
Article V – Operations
1. Voting Eligibility:
Those members meeting all requirements of active membership as set forth in Article III will be granted voting privileges.
2. Election Process
All officers shall be elected by a majority vote of eligible voting members of Airsoft at UMD. All elections will be held on an annual basis during the month of October.
The President will take nominations from the floor, the nomination process must be closed and the movement seconded. The nominated parties will be allowed to vote, and the outgoing position holder may be re-elected assuming they are still enrolled as an undergraduate student.
All voting shall be done by secret ballot to be collected and tabulated by the Secretary-Treasurer and one voting member of Airsoft at UMD, appointed by the outgoing President.
If an officer is removed, the highest remaining official (listed by order in Article V) will appoint an active member as replacement*, who will hold office until the next annual election.
*Note: the officer may appoint themselves, and thereby appoint another active member to fulfill their previous position.
3. Removal
Any officer of Airsoft at UMD in violation of the Organization's purpose or constitution may be removed from office by the following process:
a. A written request by at least three members of the Organization.
b. Written notification to the officer of the request, asking the officer to be present at the next meeting and prepared to speak.
c. A two –thirds (2/3) majority vote is necessary to remove the officer.
4. Meetings
Official meetings will occur on a weekly basis on a (publically known) weekday determined by the current officers of Airsoft at UMD and will follow the procedure set forth below:
Attendance which will be fulfilled using a sign-in sheet
Report by the President
Committee Reports
Vote on all committee motions and decisions
Any other business put forward by the members of the club
Dismissal by the President
5. Constitution Posting
The Constitution of Airsoft at UMD must be made publically available, in addition to any and all passed amendments.
Article VI – Finances
Airsoft at UMD will finance the activities it engages in by the following means:
1. Membership dues which are not required for active membership or voting, but are required for “Membership Benefits” (see article IV). Membership dues are twenty dollars for a full calendar-year of membership. This amount may be changed only by additional amendments, and with reasonable judgment never need exceed one-hundred dollars for a calendar year.
2. Airsoft at UMD will submit a budget to the Student Government Association Finance Committee on an annual basis and request funding appropriate to the effective operation of the organization for each year.
3. Any revenue generated by the club through fundraising, rentals, or sales MUST be used to fund the club or otherwise forfeited to the SGA, and may not be distributed to club members unless as a refund.
Article VII – Amendments
The constitution is binding to all members of Airsoft at UMD. But the constitution is not binding unto itself.
1. Amendments to the constitution may be proposed in writing by any voting member of Airsoft at UMD at any meeting at which 2/3 of the voting members are present.
2. These amendments will be placed on the agenda for the next regular meeting of the executive council or other officer grouping.
3. Proposed amendments will become effective immediately (unless their terms state otherwise) following approval of two-thirds (2/3)-majority vote of active members.
Article VIII - Registration Renewal
Airsoft at UMD will apply to the Office of Campus Programs for registration on an annual basis one month after Airsoft at UMD's new officer elections.
